I think it depends on demographics.
i.e. London boroughs may not be the best places for young parents to bring up kids, but for well-off childless twenty-somethings they rule.

these polls are always rubbish
there's a book which came out a couple of years ago that lists the worst 50 towns in britain. I'm sure Oxford came in somewhere in the top 30 - I couldn't really believe it, then Edinburgh was in there too - none of the places actually seem crap - just were quite big so lots of people who lived there voted for it.
That was just voted for by people, though, which is why that happened
Basically everyone loves to moan. I don't think anyone could vote to say "xxx is lovely" so there was no way to counteract the votes of the sort of cunts who'd only be happy surrounded by three friends in a hamlet in the middle of nowhere never paying any taxes.

they put it there because it was too posh and not socially diverse enough, not because it wasn't a "nice" place to live, because it clearly is. Oxford is almost universally upmarket but that is partly attributable to the moving of all the poor out to Blackbird Leys.

played golf in Hindhead the other day, just over the road from Peter Alliss' house. I can only imagine if there was an opposite to this poll that Hindhead (and just above every village with a border to it) would fill the top 20. The term 'fancy dan' doesn't do it justice. I had to take my shoes off just to enter the county. Really posh, it was.
As for shitholes, I think the least attractive place I have ever been to is Hull. It was getting on for 12 years ago, but it didn't look great. Beer was cheap though, and they had giant Jenga
