The promoters see tickets that they put out for 30 odd quid sold on for 2, 3 or 4 times the amount they're worth. Therefore they go, "We'll have a bit of that thank you very much" and hike the price for everyone.
No one to blame but the touts and mugs who buy from them.

personally, if i care about a gig that much then i'll be on seetickets at 9am but i could easily lose my internet connection/get stuck in traffic on the way to work/whatever and if i was desperate enough then i'd certainly consider buying off ebay.
