I know I'm ignoring your needs, but I went on the Cooking Healthily on a University Budget class at my school. And they recommended Lasagne. Did you know that you can make one serving for seventy-two pence! I bet you wouldn't even stop to pick up seventy-two pence! and if you substitute the something or other for creme fraiche it's even healthier!
as i'm usually just cooking stirfries or tacos. but i have used some of the fish recipes. mainly i just love the way he writes, he makes everything sound delicious and he's got such passion.
