My best mate always makes jokes most people would class as racist with a couple of our black friends. And they make jokes back. I think it's great. Shows they're all completely comfortable ripping each other and there's no malice intended.
If the same jokes were made in a room with only white people, I'd be a lot less comfortable with it. A lot of humour is as much about where it's said and to whom as much as the actual content itself.
So yeah,
you can say what you want without offending anyone, as long as you do it at the right time with the right people.

The latter part I think. Clearly any attempts for an equal society have to imply equality, not accepting prejudice from some but not from others.
For example, using your latter example, there might be more white people than black people in the UK but in an environment where there were, say, 10 black people and 1 white person the black people continuing racially insulting the white person would be racist bullying and not some misguided way or righting a historical wrong.
